for working with the requests of the Prosecutor General's Office of the Russian Federation for measures on restricting access to the information resources disseminating information containing appeals to mass riots, extremist activities, participating in mass (public) events held in violation of the established order (PDF)Federal List of Extremist Materials

The list of domain names, webpage indexes, as well as network addresses that make it possible to identify an Internet site, access to which the telecom operator providing access to the Internet is obliged to restrict, is updated upon entry changes.
Access to this information is provided to telecom operators in manual and automatic modes around the clock.
Roskomnadzor draws attention to the fact that access to the download is carried out exclusively using a qualified electronic signature issued by any certification center accredited by the Russian Ministry of Digital Development.
After receiving through the interaction system a request to restrict access, the telecom operator providing access to the information and telecommunications network "Internet" is obliged immediately to restrict access to the information resource, including to the site on the Internet, or to the information posted on it and containing:
- appeals to mass riots;
- appeals for participating in mass (public) events held in violation of the established order;
- appeals to extremist activities;
- information substantiating and (or) justifying extremist activities, including terrorist activities;
- false reports about acts of terrorism and other unreliable socially significant information disseminated under the guise of reliable messages, which creates a threat of harming life and (or) the health of citizens, property, as well as the threat of mass public disorder or the threat to sabotage livelihood facilities, transport or social infrastructure, credit institutions, energy facilities, industry or communications;
- unreliable information disseminated under the guise of reliable messages about the use of the Armed Forces of the Russian Federation in order to protect the interests of the Russian Federation and its citizens, to maintain international peace and security, as well as containing data on the execution by state bodies of the Russian Federation of their powers outside the territory of the Russian Federation for the specified purposes, or information aimed at discrediting the use of the Armed Forces of the Russian Federation in order to protect the interests of the Russian Federation and its citizens, to maintain international peace and security, including appeals to prevent the use of the Armed Forces of the Russian Federation for these purposes, as well as aimed at discrediting the execution by state bodies of the Russian Federation of their powers outside the territory of the Russian Federation for the specified purposes;
- information containing appeals for the imposition of political, economic and (or) other sanctions against the Russian Federation, its citizens or Russian legal entities;
- information materials of a foreign or international non-governmental organization whose activities are considered to be undesirable in the territory of the Russian Federation in accordance with the Federal Law No. 272-FZ dated December 28, 2012 “On measures to influence persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation” or an organization whose activities are prohibited in accordance with the Federal Law No. 114-FZ dated July 25, 2002 “On Counteracting Extremist Activities” or the Federal Law No. 35-FZ dated March 6, 2006 “On Countering Terrorism”;
- information disseminated in violation of the requirements of the legislation of the Russian Federation on elections and referendums and (or) campaign materials produced and (or) disseminated in violation of the requirements of the legislation of the Russian Federation on elections and referendums;
- the information referred to in the Article 6.2 of the Federal Law No. 86-FZ dated July 10, 2002 "On the Central Bank of the Russian Federation (Bank of Russia)";
- offer to purchase a fake document granting rights or releasing from duties;
- information that allows access to the specified types of information or materials, access to which is restricted on the basis of the requirements of the Prosecutor General's Office of the Russian Federation.
- If the resource owner removed the information specified in the requirement of the General Prosecutor's Office of the Russian Federation and sent a notification of it, the registry operator checks and, if the fact of removal of information is confirmed, sends a notification to the telecom operator about the resumption of access to the information resource, including on the network "Internet".
